Indianapolis Mayor James Mitchell appointed W.O. “Deck” Sherwood as Indianapolis Fire Department chief in May 1876. Two weeks later, on May 19, the city’s first black firemen joined Hose Company 9: foreman Robert Braxton, James Graves, Thomas Howard and Thomas Smith.
